The Liupan Mountain scenic spot can be divided into 3 parts in accordance with the location: the Mount Liupan National Forest Park is taken as the central eco-tourist area of the southern part; Guyuan City is adept as the central cultural tourist area of the middle part; and Huoshizhai scenic spot as the geological cultural tourist area for the northern part.

The Nationsof Yinchuan

Since ancient times, Ningxia has been an area inhabited of a number of nationalities. Through the long historical development and the communication with all nations after liberation, Ningxia has formed the autonomous region taken Han, Hui nation as the main body and consisted of 31 nationalities of Man, Mongolia, Zhuang, Korean, Dongxiang, Tibetan, Uygur, Miao, Yi, Buyi, Dong, Yao, Bai, Dai, Tujia, Kazakh, Dai, Li, Gaoshan, Naxi, Tu, Sala, Russian, Luosi, Baoan, Yugu, Jing, and Hezhe, among which the Hui nation takes around one third of the whole population.

  The Hui Ethnic Group
Hui is a minority nationality believing in Islam, representing a racial integration of the people of Central Asia, Persians, Arabs, and the Chinese Han nationality.
The history of the Hui in Ningxia can be dated back to the late Tang Dynasty. Ningxia is the key location along the commercial route, the “Silk Road”, which was opened up in the Western Han Dynasty more than 2,000 years ago to connect China with Central and Western Asia. Some Persians and other Islamic believers came to China and stayed in Ningxia to become to the earliest ancestors of the Hui.
After the foundation of the People’s Republic of China in 1949, four Hui autonomous prefectures and 10 autonomous counties were set up. Because the Hui was one of the minorities with a large population, the National People’s Congress agreed to establish the Ningxia Hui Autonomous Region. In the past 50 years, the autonomous region has seen full and rapid progress in politics, economy, culture, education, social life, and other aspects, along with a stable religious life.
For long time, the Hui have lived there and devoted themselves in constructing a more beautiful and strong homeland together with other minority peoples.

Hui Muslims have many special customs in eating, wearing, sanitation, wedding and funeral ceremonies, festivals, and others. You can hardly tell Hui from Han just by their daily wear unless the Hui men don their distinctive, special white or black hats. But personnel in the mosques or devout believers will wear long robes when participating in services or other religious activities. In Islamic doctrine, women will wear veils, black or white for the old, blue for the middle aged, and green for the young.
Hui ethnic people are strict with meat, although the staple food is almost the same as that of the Han. They only eat meat of ruminant or herbivorous animals butchered by designated people with a strict knowledge of Islamic doctrine, and the meat of the poultry like hens, ducks, and geese. Meat of other animals and blood food is forbidden. The Hui like tea but do not smoke or drink alcohol. Delicately made and tasting good, wheaten food is a specialty of the Hui, with many varieties like youcha. Besides, snacks in Ningxia, such as instant boiled mutton, are also famous for their special flavor. Learning from chefs of other minority nationalities, Muslim cooks in Ningxia have created many new Islamic dishes like fried sheep-tails.

Many excellent literature works were published in the past, showing the history and charm of Hui literature. The works of Yang Shaoqing, a Hui writer, and the collection of comments, “Literature and Culture of Hui” of Yang Jiguo, a Hui critic, were awarded excellent creative prize of minority ethnic literature. The paintings of Zeng Xinfei, who is famous for painting peony, were shown in Japan and Europe. The 40-part TV series “Helanshan Snow” revived the history of the ancient Western Xia Kingdom and aroused strong interest at home and abroad. The historical dancing drama “Girls of Western Xia” also won a prize in the national competition.

The Institute of Hui and Islam of the Ningxia Social & Scientific Academy is the only professional Hui and Islamic research body. It also publishes an ethnic academic magazine-Ningxia Research. Ningxia University has specially set up a research center for Hui literature. Relative research essays and articles have attracted great attentions in academic circles.
wide academic exchanges have been established and conducted between Hui research institutes of Ningxia and many other countries and regions.

The Environment of Ningxia

  Climate
Located inland, Ningxia is typical of a temperate zone continental climate region. The summer is short and dry because of the southeast monsoon, while winter is long and has a changeable temperature because of the northwest monsoon. Humid and rainy most time, the mountain region is colder than other places, especially in summer, and has a short frost-free period; in the north, evaporation is heavy because of much sunlight and there is less precipitation and big difference in temperatures of day and night. There is an old saying, “wearing fur in the morning and silk at noon; eating water melons around a stove”, describing the climatic features of autumn.
You can feel a distinct change of the four seasons and spring and autumn come earlier. With an average annual mean temperature of 5-9 degrees centigrade. Ningxia sees its hottest time in July and the coldest in January.
Richly endowed soil, developed agriculture and superior natural conditions have won a reputation of the “southern plain beyond the Great Wall” for Ningxia.

  Biological Environment
Ningxia is surrounded by three big deserts. To its west, middle, and north is provisionally the Tengger Desert, part of the Mu Us Desert, and some sand lands that were formerly farming land. In controlling sands, Ningxia changed its former idea of pure biological construction. It combined sand control with expansion of living space. In controlling sands, the earth utilization structure was rationally readjusted. To improve plant distribution, 3.8 thousand hectares that had been cultivated too early were restored. The government also publicized highly efficient farming methods, and some advanced agricultural technologies, like stereoscopic culture and film covering culture, were introduced.
The success in controlling sands of Shapotou was called a “miracle”, arousing close attention of international environmental circles and drawing experts from many countries to inspect it. The United Nations has organized seminars on sand-control in Shapotou several times to introduce its experience. The fruit of sand-control in this region has won the special prize for scientific progress of the State and the sand-consolidation forest in Zhongwei was awarded recognition in the “the top 500” in environmental protection by UNEP (United Nations Environmental Program)

In the past two decades, Ningxia has continued carry out the afforestation program. Aimed to protect soil and conserve water sources, some important biological projects of forestry have been conducted in the mountain area of the south. The stable afforestation area each year amounts to 13.3 thousand hectares, making the total forest area of 190 thousand hectares and controlling 5,500 square kilometers of eroded soil.
After several decades of efforts, the forest area of the Ningxia Hui Autonomous Region has increased from 68.7 thousand hectares in 1977 to the present 366,700 hectares, raising the forest coverage rate to 6.3 percent.
To protect the environment and to boost the sustainable development of the economy and society, the Ningxia Autonomous Government lays great emphasis on pollution control. The government demanded 13 units that had serious pollution problems to change their ways within a limited period. Also, regular tests and inspections on pollution control were organized by the government. The management of pollution of the environmental protection sectors was executed strictly according to the relative law.

The control of pollution has made the air quality of Ningxia much better than before. Now, some urban environment protection zones have been built, including a 94.63 square kilometer smoke and dust control zone and a 49.65 square kilometer noise control zone. The rate of the urban qualified drinking sources comes to 100 percent.

The Culture of Ningxia

Started from the Shuidonggou Culture thirty thousand years ago, Ningxia has a long history, extensive and profound. It can be summarized as the following nine aspects:

  1. The multiculture taken Hui Culture as the dominant position.
Ningxia Hui Autonomous Region is the largest area in China where the Hui people live in compact communities. The forerunners of the Huis appeared on this land over 1,000 years ago. Relying on the rich water resources form the Yellow River and their hard work, the Hui people have flourished and turned this alluvial plain, hemmed in on three sides by deserts, into a livable “home of rice and fish”.
The Hui people have always maintained the costume and foods of their own distinct identity, despite the influences of the broader Islamic culture and the culture of the Han people of China.
Muslim delicacies are an important part of the culinary culture of the Hui people in Ningxia. Almost half the restaurants in Yinchuan, capital of Ningxia, are Muslim ones, all offering non-greasy Muslim dishes with strong flavors. Such Muslim dishes as “mutton eaten by hand”, “mutton boiled in clear water”, “steamed mutton” and “rice with mutton” are at the lips of everybody, all dishes with strong meatballs and “Jiaban”, plus day lily, fungus, the fruit of Chinese wolfberry with beef, mutton and chicken soup. “Sanzi” (dried dough twist) is one of the traditional snacks of the Hui people, noted for its crispiness and beautiful shape.
The ancestors of Hui came from Arab nations, Persia, and other Central Asian countries that spoke Arabic, Persian, and language of Tujue. The language changed as intermingling with the Han occurred. Now, Chinese has become the common language of the Hui, while some Arabic and Persian words still remain in daily communications, religious life, and even literature works, like “zhuma” (an Arabic word meaning collective services). This is not only a characteristic, but also enriches the Chinese language.

2.Ningxia is the old revolutionary base contained profound cultural deposits and quite a lot of historical relics have been found here, such as Revolutionary History Memorial in Yanchi, Long March Memorial, and Red Army West March Memorial and so on. The rich historical and cultural relics have exerted a significant meaning in developing “the Red tourism” and facilitating revolutionary traditional education.
Through placing the red-style play like the film of “the Red Tongxin” as the dominant position, to exploit and utilize the existing red culture in a planned and ordered way so as to enhance the attraction and influence of the whole red cultural product.

  3. The Silk Road Culture.
Ningxia is endowed with an important role in the Silk Road. The numerous historical cultural relics, historical sites, splendid natural scenery, and colorful local customs and conditions not only influence the national development and cultural cohesion manners and features, but also attract the tourists all over the world. All the tourist areas like Mountain Xumi Grotto, Guxiaoguan, the ancient city of Guyuan, the graveyard site of Sui and Tang Dynasty, and the relics excavated in the tomb of the minister of Northern Zhou Dynasty, are endowed with extreme rarity, features, and trademarks. The cultural achievements of the mergence of Ningxia civilization and western civilization and history will be displayed to the world through developing the Silk Road Culture.

  4. The desert & Yellow River ecological culture.
Ningxia is narrow form west to east. Yet, it extends long from north to south, with the terrain ascending downwards. In the north is the Ningxia Plain, and to the south, mountains and hills. The Yellow River cuts through the middle of the region, flowing across most parts of it. The region’s main source of water, the Yellow River, irrigates more than 20,000 square meters of local farmlands.
Although two-thirds of the region is situated on the Loess Plateau and a desert area, the Yinchuan Plain commands favorable geographic conditions. The Helan Mountains serve as a natural barrier, warding of sandstorms from the Gobi Desert and highland cold fronts. Land along the banks of the Yellow River is flat, crisscrossed by irrigation canals dug from the Qin and Han dynasties over 2,000 years ago. It is said the
Yellow River has enriched Ningxia, transforming it into a natural granary.
The unique ecological culture provides the rich resources of developing tourism. The natural scenic spots are Mountain Liu Pan tourist area, the Sand Lake, Xinghai Lake, the Yellow River ecological preservation area, Shapotou and so on. In the ten sorts of the tourism resources all over the nation, Ningxia possesses eight of them, which provides the favorable condition of facilitating the tourism of Ningxia.

   5. The ancient human sites and palaeontologic petrification culture.
The Shuidonggou Ruins in Ningxia’s Lingwu City are one of the richest collections of late Old Stone relics ever found in China. The archeological findings excavated in the sites have proven that the Shuidonggou Ruins are historical testimony to the ancient people who lived, flourished and fought to conquer the nature there. The precious data services as a scroll painting that presents a vivid picture of the life of the Ningxia people more than 30,000 years ago.
Helan Mountain preserves the densest distribution of rock paintings in China and the world. Take Helankou for an example. Covering 10 square km, it boasts 2,318 group cultural authorities have joined efforts with domestic and overseas experts to title the paintings extending more than 250 km north to south as “Helan Mountain Rock Art”, which has exerted a far-reaching influence at home and abroad.

  6. The frontier fortress army culture.
Since ancient times, Ningxia has been an important military area and transportation hub. During the Spring and Autumn period and the Warring States period, Ningxia is one of the major inhabiting places of the minorities such as Qiang, Rong, and Xiongnu. After China was united by Emperor Qinshihuang (the first emperor of China), who sent troops to Ningxia to open up its wastelands and built part of the famous Great Wall there, Qinqu was dug and the history of irrigation in that region started. Dring the Tang Dynasty, Ningxia had developed into an important passageway for trade east and west and an important agricultural area.
The talented famous poets and generals in China’s history like Mengtian, Weiqing, Huoqubing, have formed an indissoluble bond with Ningxia and wrote graceful and elegant poems describing the beautiful scenery and customs of Ningxia.

  7. The folkways and customs culture.
The folk customs culture is extensive and profound. The folkways like clay sculpture, papercuts, embroidery, fancy lantern, shadow play, Mountain Liupan Huaer, the Grand Mosque in Tongxin, Najiahu Mosque in Yongning, and the snack food of Chinese haggis and cold noodles are transferring the origin of Ningxia culture.

  8. The mysterious Western Xia culture.
The Western Xia had a developed culture. Before its founding, it had created its own language, which was later known as the “Western Xia language”. The language was in use for over 460 years, making it the most widely used and longest surviving language during the Song and Yuan dynasties. There is a vast treasure of historical literature written in the Western Xia language.
While developing its own traditional culture, it also absorbed the culture of other peoples, especially the feudal culture of the majority Han in the central plains area. Thus Western Xia and Han languages were all used at the time. The rulers of Western Xia advocated Confucianism and developed Buddhism, making for a uniquely characteristic Western Xia culture.
At least nine imperial tombs and over 250 subordinate tombs, of the Western Xia Dynasty are standing at the food of Helan Mountain, which are renowned as the “Eastern Pyramids”, displaying the glory and refulgence of the ancient dynasty. This discovery was rated among China’s top 100 archeological finds of the 20th century, for its scientific value and important place in the history of archeology.

  9. The reform and opening-up achievements culture.
Culture is progressing and developing along with times. After the reform and opening-up, especially Ninth Ningxia Autonomous Regional Party Congress, with the full support of the CPC Central Committee and the policy of regional national autonomy, the economic situation and living condition of Ningxia have been improved significantly. The development aim of Ningxia up to the year of 2015 is: staying among the leading regions of Western China in per capita GDP and the wealth of people and further shortening the gap between Ningxia and the developed regions in China. In this way, the economy, society, people, resources, and environment can be coordinated and Ningxia will be turned into a small, but wealthy, strong, and beautiful autonomous region in the near future.

Held upside down, the curly wool hung down naturally, as white as snow. The fur coat made with refined lambskins is the traditional export commodity for its beauty, comfort and superior property of keeping warm. The policy is also a bonus for the business industry as more businessmen are willing to travel to the city, said Chen Bin, deputy director at the Chengdu Investment Promotion Commission.

According to official data, Chengdu attracted 271.8 billion yuan in investment last year .With 22 Fortune 500 enterprises starting business in the city in 2013, Chengdu is now home to 252 such companies.

The policy boosts local tourism and business due to its convenience for foreign travelers, an official said.

Modani, an Italian architect, was the first person to take advantage of the policy.

The CEO of an architectural design firm visited four local companies within three days in Chengdu.

After the trip he cooperated with one of the companies to set up his first architectural firm in the city.

"The new visa policy becomes one of our advantages in attracting foreign investment," Chen said.

Xue Lian, the project manager of the American Chamber of Commerce in Southwest China, said more business delegations would now consider stopping in Chengdu instead of going straight to the "traditional destinations such as Beijing and Shanghai."

The policy also benefits overseas Chinese like Wen Wei and his daughter, who want to visit their hometown more frequently.

Wen lives in Australia with his family and changed a trip to Japan to visit Chengdu instead after he noticed the new policy.

"I can come home more often now to meet with my family members and take a walk in those famous scenic sites," Wen said.

Chengdu's government held a series of activities to promote the policy around the world.

In December 2013, Chengdu Tourism Administration, Chengdu Media Group and Chengdu Daily gave 1,000 foreigners a tour of the city.

The visitors were from some of the 51 countries and regions included in the visa-free policy, such as the United States, the United Kingdom, Japan, Italy, South Korea, Singapore, France, and Germany.

The tourists visited attractions like temples, farms and museums and tasted local foods.

"This is such a fantastic experience for me and I know more about the city and its culture now," said Mia, a college student from the United States.

"Next time when my friends ask me, I will tell them Chengdu has a lot more to explore besides pandas," she added.

Chengdu is the fourth mainland city to implement the policy, following Beijing, Shanghai and Guangzhou.

An official of the Chengdu Tourism Administration said with more and more international travelers expected to visit in the future, the city is looking to improve tourism facilities and services.

"Promotion events are part of the marketing strategy and we hope people from other countries and regions realize how beautiful and charming Chengdu is," he said.
